Part IV (Sections 63 to 67) contains the temporary provisions

relating to the transfer of the undertakings of the

Opium Farmer to the Government to which reference has

already been made above.

Section 1 of the Ordinance is formal.

Section 2 of the Ordinance fixes the 1st. of March, 1914, as

the date of the coming into operation of the Ordinance; this date being the date on which the present agreement with the Opium Farmer expires.

Section 3 repeals the existing Ordinances of 1909 and 1913.

Section 4 defines the various technical phrases or words

used in the Ordinance.

The above four Sections constitute the preliminary portion of

the Ordinance and differs little from the law which was in existence

prior to its provisions.

3. Part I of the Ordinance deals with Raw Opium.

Section 5 deals with the restrictions on the importation of

Raw Opium and the excepted cases in which such importation may be

permitted.
